      1.Daikashinkan

The Grand Minister is said to be one of the top 5 strongest beings in the entire multiverse. It is also strongly implied that he is the strongest angel, as Whis himself, the most powerful being in Universe 7, openly admits that even his power is nothing compared to the Grand Minister. In the manga version of Dragon Ball Super, Whis adds that the Grand Minister is the strongest warrior in the multiverse, thereby standing above the other top four fighters and holding unfathomable levels of power.

His power and authority are so high that both Supreme Kais and Gods of Destruction immediately kneel before him in respect. He is capable of easily bringing out the fear in Gods of Destruction, as shown when he caused Beerus to shrink back in fear by simply glaring at him, and when he requested Iwan, Arak, and Liqueur (three Gods of Destruction) to rebuild parts of the arena for the Tournament of Power, after they severely damaged it, implying that they probably would've been punished, or even erased, if they had dared to defy the authority of the Grand Minister.

     2.Zeno&FutureZeno

Whis states that nobody in this world is greater than Zeno, as the King of All has the power to instantly wipe out anything (or everything) in the blink of an eye without any effort, including individual people, planets, galaxies, and even universes. If he so wished, he could erase all existence, which Future Zeno did during "Future" Trunks Saga. According to Whis, there were originally 18 universes before Zeno destroyed 6 of them when he was in an "unpleasant mood".

His power was such that he could even effortlessly erase people who had been granted immortality via the Super Dragon Balls, as demonstrated by his future self with Infinite Zamasu in both the manga and anime.

For this reason, Zeno's mere presence would casually terrify all other deities and cause them to immediately bow before him out of fear and respect. In fact, in the manga, the Infinite Zamasus are shown to be terrified of Zeno like all other deities.

Additionally, Zeno cannot be defeated. Even when Goku Black and Future Zamasu killed all the other gods of Future Trunks' timeline, Shin — with no hesitation — assures that Zeno is still alive, noting that no matter what, the Omni-King cannot be killed, with Whis making a similar claim when Goku brought cabbages to his and Beerus' world. This was later proven with his future counterpart, where the latter was still alive, despite wiping the future.

In the manga, both Zenos were completely unaffected by Rumush's Battle Roar which causes the Supreme Kais to faint and paralyzes the Gods of Destruction.He doesn't Have Any Skills But being king of all twelve universes he deserves being second position.

 3.Vados

Being Champa's martial arts teacher, Vados is extremely powerful. Her level of power is even much greater than that of Champa's own, making her the strongest being in Universe 6. Vados claims to be slightly stronger than Whis, but Whis objects and tells her that it has been already a millennium since they trained together, indicating that when they trained together, Vados held superior power over her younger brother. It appears, nevertheless, that Vados is at least Whis's equal in Combat at the present time. Despite Whis's objection, Vados confidently asked him to see which one of them is stronger now.

As shown in the past battle between Beerus and Champa, Vados is strong enough to easily knock Champa out with a single blow to the neck.

Vados displays the ability to destroy an entire planet from a distance simply by tapping her staff. She was later shown strong enough to be able to instantly drag six Super Dragon Balls at once, which are the size of planets, while she was flying to the Nameless Planet.

In the manga, Vados was unaffected by Rumush's Battle Roar, which could stun Gods of Destruction and knock out Supreme Kais. She was also able to observe Dyspo's movements with full clarity, whereas Champa could not.

It should be noted that despite Vados' astronomical power, she is still well below the likes of the Grand Minister, and far below Zeno and Future Zeno, and thus must always be respectful and courteous when in their presence.

4.Whis

Being Beerus' martial arts teacher, Whis is immensely powerful. His level of power is considerably greater than even that of Beerus' own level of power, making him the strongest being in Universe 7, as Beerus states himself in Dragon Ball Z: Battle of Gods. His might was shown to be great enough to easily knock out Beerus in an unrestrained rampage with a single chop to the neck, whereas Super Saiyan God Goku could barely fight on par with Beerus at less than 70% power.

In Dragon Ball Z: Resurrection ‘F’, Whis' speed was shown to be so intense (and judging by his explanation after training with Goku and Vegeta) he is capable of reacting and fighting faster than his opponents synapses could reach their brain, thus, instructing the rest of the body to react to his movements. He also proves to be easily powerful enough to nonchalantly and effortlessly take on and toy with Goku and Vegeta at once during their training, showing the ability to casually dodge all of their strikes with his hands behind their back and he could even block their punches with a single finger as well as handle all of Goku and Vegeta blows from both sides each with a single hand.

In Dragon Ball Super: Broly, against Super Saiyan C-type Broly, Whis toys with the enemy, easily dodging all of Broly's attacks without moving swiftly and while simply using normal movements, even though Broly had tried to take Whis by surprise.

5.Beerus

As a God of Destruction, Beerus usually uses his power to destroy planets and its inhabitants,[4] but he is strong enough to destroy entire solar systems with ease (as said by Whis when describing Beerus' might when angered). At a greatly suppressed level of power, Beerus completely dominates Super Saiyan 3 Goku in battle, rendering him unconscious with just a light chop to the neck and barely breathing.[6]Afterwards, Goku mentions that not even a Fusionof himself and Vegeta would be enough to take down Beerus. With only a tiny percentage of his true power, Beerus effortlessly defeats Good Buu, Android 18, Tien Shinhan, Piccolo, Potential Unleashed Gohan (Ultimate Super Saiyan 2 in the original version), and Super Saiyan Gotenks. Even with a massive power boost, Super Saiyan 2 Vegeta's assault barely fazed Beerus, who swiftly defeated Vegeta with a simple forehead poke. Against Goku's Super Saiyan God power, the two seemed evenly matched, but Beerus eventually wins. Beerus also admits to Goku that there are indeed individuals in the various universes that are stronger than him, including his attendant/teacher Whis. It was later revealed by Whis that Beerus has in fact used not quite 70% of his full power, a feat he had not had to do in quite a while.

In Dragon Ball Z: Resurrection ‘F’, Whis asserts that with Goku and Vegeta's progress from training under him could challenge Beerus if they were to fight together. This was implied to be through fusion, as when talking about working with Goku, Vegeta states he did it only once before, much to his dislike. Beerus later shows worry of this, not wanting Vegeta to know that he authorized Planet Vegeta's destruction, meaning he might not be a match for the Saiyan prince in a rage empowered Super Saiyan Blue form. Goku comments that Beerus is so powerful that a normal ki blast from him would be enough to wipe out both Goku and Vegeta in their base forms. Beerus is feared by Frieza, who had trained for four months and became stronger than both Super Saiyan Blue Goku and Super Saiyan Blue Vegeta individually.Even though MUI Goku Is Stronger We still Don't Who Has Higher Battle Power.
